Also called cyber balkanization and Internet balkanization, splinternet describes the division of the Internet due to factors such as technology, commerce, politics, nationalism, and religion. For instance, governments may use splintering to prevent certain information from being seen. Similarly, websites may use it to restrict visitors from viewing certain pages.

An example of the splinternet is the "Great Firewall," a name given to a firewall and filtering system developed by the Chinese government to block information they consider sensitive. Because of this firewall, those accessing the Internet in China cannot view all available information.

To get around these filters, users may utilize a VPN (Virtual Private Network) to give the appearance that they're accessing the Internet from a different place in the world.
